- 摘要：
建设“平急两用”公共基础设施是统筹城市安全与发展、提升城市韧性的重大举措。在实践探索中，各地政府重点针对“医、食、住、行”四大领域打造应用场景，形成多层次的弹性土地资源配置模式，构建“财政货币双轮驱动 + 社会资本参与”的资金保障机制，提供“平急功能融合、空间弹性利用、多主体协同”的技术支撑体系，并注重建设项目的多维传播与示范带动。但也出现了整体协调存在不足、落地建设面临困难、资金回报机制不明确、长效运维机制有待完善等问题。未来应通过加强统筹规划、创新参与机制、拓宽融资渠道、提升公众意识、强化运维管理等举措，推动“平急两用”公共基础设施建设的创新发展。 - 关键词：
“平急两用”；公共基础设施；城市韧性；制度创新 - Abstract: The construction of “normal-emergency dual-use” public infrastructure is a major measure to balance urban safety and development and enhance urban resilience. In practical exploration, local governments have focused on creating application scenarios in the four major fields of “medical care, food supply, housing, and transportation”, forming a flexible land resource allocation model at multiple levels, establishing a financial guarantee mechanism characterized by “dual-wheel drive of fiscal and monetary policy support plus participation of social capital”, providing a technical support system characterized by “integration of normal and emergency functions, flexible utilization of space and multi-stakeholder collaboration”, and promoting the multi-dimensional dissemination and exemplary promotion of construction projects. However, several challenges have emerged, including a lack of overall synergy, implementation bottlenecks, unclear revenue models, and the need to improve sustainable long-term operational mechanisms. Looking ahead, measures such as strengthening overall planning, innovating participation mechanisms, expanding financing channels, raising public awareness, and intensifying operation and maintenance management should be taken to promote the innovative development of “normal-emergency dual-use” public infrastructure.
