全球产业格局的持续调整加剧了城市之间的创新竞争，如何让城市更好地发挥创新功能、增强区域发展活力，是当前许多国家面临的共同课题。2025 年，西班牙巴塞罗那市政府推出“巴塞罗那引擎计划”（Plan Barcelona Impulsa），探索从城市整体层面统筹推进空间更新、产业调整和政策配套，以应对中心城区功能退化、边缘片区发展不均衡等问题。该计划以 8 大重点片区为依托，结合各区域的产业基础和发展条件布局创新资源，并配套相应的产业政策和治理安排，重点强化城市在整合和调配各类创新资源中的主动作用。文章以该“引擎计划”为研究对象，分析其在空间组织、产业培育和政策实施方面的具体做法，结合我国城市发展实际，探讨打造城市创新平台的可行路径。 - 关键词：
巴塞罗那引擎计划；区域创新；平台化；城市治理 - Abstract: The continuous restructuring of the global industrial landscape has intensified innovation competition among cities. How to better leverage a city’s innovation capacity and enhance their regional development vitality has become a common challenge for many countries. In 2025, the Barcelona City Council introduced Plan Barcelona Impulsa, an effort that seeks to coordinate spatial renewal, industrial adjustment, and policy support at the city-wide level to address issues such as the functional decline of central urban areas and uneven development in peripheral districts. Anchored in eight key districts, the plan allocates innovation resources based on each area’s industrial base and development conditions, complemented by tailored industrial policies and governance arrangements, with a particular emphasis on strengthening the city’s proactive role in integrating and deploying diverse innovation resources. This paper analyzes how the plan organizes space, supports industries, and applies policy tools in practice, and draws on the Barcelona case to discuss its implications for urban innovation governance in China.
