全域土地整治是助推乡村振兴与城乡融合发展的关键举措，但整治空间的产业导入难题已成为制约其长效发展的突出瓶颈之一。文章基于场景理论与流量经济视角，构建全域土地整治空间在“场景—流量”双中介下的产业导入理论框架，以上海奉贤区吴房村为案例，探讨“场景—流量”双中介的协同传导作用。研究发现：全域土地整治通过空间重构与品质提升，为场景营造与流量培育奠定物理空间基础，场景为流量提供实体价值场域，流量为场景注入市场活力，二者协同将整治空间转化为乡村吸引力，进而实现产业导入。吴房村通过全域土地整治营造“十里桃花”的乡村场景，建立“官方媒体 + 专业运营团队 + 村集体 + 乡村主理人 + 消费者”的立体化传播矩阵，形成流量势能，让城市消费者入乡，丰富乡村人群，场景与流量协同实现了乡村产业与人才的再集聚。 - 关键词：
全域土地整治；产业导入；场景；流量；双中介；青年入乡；城乡融合 - Abstract: Comprehensive territorial land consolidation has become a key instrument for promoting rural revitalization and urban–rural integration. However, the difficulty of industrial entry into consolidation spaces has emerged as a critical bottleneck constraining its long-term effectiveness. Drawing on scenario theory and the perspective of the flow economy, this study constructs a theoretical framework for industrial entry in comprehensive territorial land consolidation spaces under a dual-mediation mechanism of “scenarios–flows.” Taking Wufang village in Fengxian district, Shanghai as a case study, it examines the synergistic transmission effects of this dual-mediation mechanism. The findings indicate that comprehensive territorial land consolidation, through spatial restructuring and quality enhancement, provides the physical foundation for scenario construction and flow cultivation. Scenarios offer a value-embedded spatial arena for flows, while flows inject market vitality into scenarios. Their interaction transforms consolidation spaces into rural attractiveness, thereby facilitating industrial entry. In practice, Wufang village has created a distinctive rural scenario—“Ten Miles of Peach Blossoms”—through comprehensive territorial land consolidation, and established a multidimensional communication matrix composed of official media, professional operation teams, village collectives, rural entrepreneurs, and consumers, thereby generating flow momentum. By linking urban consumers to rural spaces, the village has enriched its demographic structure. The synergy between scenarios and flows has ultimately enabled the re-agglomeration of rural industries and talent.
