- 摘要：
当前基于整治潜力或者指标交易的全域土地综合整治项目难以持续推进，向需求驱动、
场景营造、产业赋能、运营前置的市场化路径转型虽已成为共识，但如何从“资源要
素保障型整治”转向“场景需求驱动型整治”仍缺乏深入的理论解析与实证支撑。立
足需求驱动整治的改革导向，文章以场景理论为基础，提出“场景需求—空间产品”
分析框架，并以海南环岛旅游公路沿线全域土地综合整治为实证案例，解析其治理逻
辑与效能生成机制。研究表明，赋能发展场景营造的市场化路径可有效激活整治动能。
通过招商前置、特色营造、产业适配、组合供应 4 大创新实践，能够精准对接环岛旅
游公路带来的文旅、康养、现代服务业等业态需求，新整治范式将国土空间重塑为可
投资、可运营、可收益的优质空间产品，不仅能为整治区域的空间品质提升、服务功
能升级与特色产业培育提供关键载体，也可为新时期以市场化、可持续方式推进全域
土地综合整治提供新的理论视角与实践范式。 - 关键词：
场景理论；价值显化；产权建构；平台治理；海南环岛旅游公路 - Abstract: Currently, comprehensive land consolidation projects based on potential for consolidation or land index trading are difficult to sustain. Although there is a consensus on transitioning to a market-oriented path driven by demand, scene creation, industry empowerment, and operation prioritization, there is still a lack of in-depth theoretical analysis and empirical support for shifting from “resource element-guaranteed consolidation” to “scenario needs-driven consolidation”. Based on the reform orientation of demand-driven rectification, this paper proposes an “scenario needs—spatial product” analytical framework grounded in the theory of scenes. Taking the comprehensive land consolidation along the Hainan Coastal Scenic Highway as an empirical case, it analyzes its governance logic and efficiency generation mechanism. Research indicates that the market-oriented approach to fostering empowering development scenarios can effectively stimulate the momentum for comprehensive land consolidation. Through four innovative practices: investment attraction prepositioning, characteristic creation, industry adaptation, and combined supply, we can accurately meet the demands brought by the Coastal Scenic Highway in terms of cultural tourism, health care, modern service industries, and other business formats. The new renovation paradigm reshapes the territorial space into high-quality spatial products that are investable, operable, and profitable. It not only provides a key carrier for improving the spatial quality, upgrading service functions, and cultivating characteristic industries in the renovation area, but also offers a new theoretical perspective and practical paradigm for promoting comprehensive territorial land renovation in a market-oriented and sustainable manner in the new era.
