    文章基于全球各国战后重建理念与实践梳理,旨在对乌克兰产业园区发展局限、战损情况与战后重建展开研究,通过回溯乌克兰经济“去工业化”现象、“再工业化”尝试以及战后产业结构变化,认为乌克兰在俄乌冲突以前即存在产业园区网络脱嵌于区域发展战略、财政支持能力失配于制度政策设想以及传统产业惯性制约园区升级转型三方面发展局限。进一步分析乌克兰在冲突期间产业损失与产业空间损毁情况,认为乌克兰产业迁移与空间布局重构政策以及针对企业采取的兼具适应性和弹性的产业结构和空间布局转型调整策略使得乌克兰经济在一定程度上回升,可见产业园区转型升级驱动战后重建存在可行性。因此提出产业园区重建路径,在短期推动经济重回正轨、恢复社会稳定;中期需持续吸引投资,重构产业空间分布;长期可促进产业结构转型,驱动“再工业化”进程。最后,基于当前国际局势、中国对乌合作基础以及中国的重建技术优势,提出存在对乌战后重建合作的可能。未来中国需要客观全面地建立对乌克兰当前产业发展的认识,科学冷静地参与冲突地区战后重建,积极有为地深化对乌产业园区共建合作。

  • Abstract: Based on a review of post-war reconstruction theories and practices globally, this article aims to study the limitations of the development of industrial parks in Ukraine, the damage caused by war, and post-war reconstruction. By tracing the trajectory of deindustrialization in the Ukrainian economy, attempts at reindustrialization, and changes in industrial structure after the war, it is argued that even prior to the Russia-Ukraine conflict, Ukraine already suffered from three limitations in the development of its industrial park network: its disconnection from regional development strategies, a mismatch between fiscal support capabilities with institutional policy proposals, and the inertia of traditional industries hindering the upgrading and transformation of parks. Furthermore, an analysis of the industrial losses and spatial destruction during the conflict concludes that the policies for the relocation of industries and reconstruction of spatial layouts, along with the adaptive and flexible strategies for industrial structure and spatial layout adjustments implemented for enterprises, facilitated a certain degree of economic recovery in Ukraine. This indicates the feasibility of transforming and upgrading industrial parks as a driver for post-war reconstruction. Therefore, a pathway for the reconstruction of industrial parks is proposed, encompassing short-term measures to restore the economy and social stability, medium-term strategies to continuously attract investment and restructure industrial spatial distribution, and long-term initiatives to promote industrial structure transformation and drive the reindustrialization process. Finally, considering the current international situation, the foundation of cooperation between China and Ukraine, and China’s advantages in reconstruction technology, the article suggests the potential for collaborative efforts in Ukraine’s post-war reconstruction. In the future, China needs to establish an objective and comprehensive understanding of Ukraine’s industrial landscape, calmly and scientifically participate in post-war reconstruction efforts in conflict areas, and actively deepen cooperative partnerships for industrial park development with Ukraine.
