- 摘要：
中国境外产业园区是“一带一路”高质量发展的重要抓手，然而大部分境外产业园区仍面临经济可持续性欠佳等发展问题，核心原因是“两高”（公共品使用成本高、营商环境风险高）问题突出。为了从前期规划入手，降低“两高”对境外产业园区经济可持续的影响，文章综合参考利益相关者理论、产业集聚理论、制度创新理论和交易成本理论，辨析影响境外产业园区经济可持续的六大调节因素及其作用路径，探索构建境外产业园区“123”规划咨询服务体系。基于 6 个典型境外产业园区案例，文章探讨了“123”规划咨询服务体系在境外产业园区经济可持续性发展的实践效果，并进一步提出优化境外产业园区规划的主要建议，包括推动利益相关方形成合力、设计全生命周期盈利模式、加强产业园区科学选址等。 - 关键词：
境外产业园区；经济可持续发展；公共品使用成本；“123”规划体系；园区规划； 盈利模式 - Abstract: China’s Overseas Industrial Parks (COIPs) serve as critical drivers for high-quality development under the Belt and Road Initiative (BRI). However, most COIPs continue to face challenges in economic sustainability, primarily due to the prominent “two highs” issues: high public goods usage costs and high business environment risks. To mitigate these challenges through proactive planning, this paper draws on stakeholder theory, industrial agglomeration theory, institutional innovation theory, and transaction cost theory to identify six moderating factors influencing COIPs economic sustainability and their pathways. It further proposes a “One-Two-Three” (123) planning consultancy framework. Through six representative case studies of overseas industrial parks, the paper examines the practical effectiveness of the 123 framework in enhancing economic sustainability. Key recommendations for optimizing COIPs planning include fostering synergy among stakeholders, designing a Full-Life-Cycle Profit Model, and strengthening scientific site selection.
