    当前 AI 参与超大城市协同治理的必要性、重要性日渐凸显,但在实践中面临机遇与挑战的双重境遇。文章基于“伦理—技术—制度”协同分析框架,选取国内两大典型超大城市——杭州(数字经济赋能)、重庆(超大城市韧性)作为研究案例,通过对比分析其 AI 技术应用的实践特征、成效与矛盾节点,揭示 AI 与城市治理协同的内在机制与关键障碍。研究发现,当前 AI 与城市治理的融合需从“单一维度优化”(如单纯追求效率或技术先进性)转向“价值传导—主体互动—动态适配”的系统协同机制。为此提出“动态适配、多元共治、生态共生”的优化路径,加速构建具有中国特色的 AI 赋能城市治理范式。

  • Abstract: The necessity and importance of artificial intelligence (AI) in the collaborative governance of mega-cities are becoming increasingly evident, yet real-world practice presents a dual landscape of opportunities and challenges. Based on an “ethics—technology—institution” collaborative analytical framework, this study selects Hangzhou (driven by the digital economy) and Chongqing (characterized by mega-city resilience) as two typical cases. Through comparative analysis of the practical features, outcomes, and points of tension in their application of AI technologies, the paper reveals the internal mechanisms and key obstacles to synergy between AI and urban governance. The findings suggest that the integration of AI and urban governance needs to shift from “single-dimension optimization” (such as a narrow focus on efficiency or technological advancement) to a systemic collaborative mechanism emphasizing “value transmission—actor interaction—dynamic adaptation”. To this end, the study proposes an optimization pathway of “dynamic adaptation, multi-party co-governance, and ecological symbiosis”, aiming to accelerate the formation of a Chinese-style paradigm of AI-empowered urban governance and to contribute a “Chinese solution” to global smart-city development.
