    思想政治教育为人才培养树立价值方向和社会责任,创新创业教育锤炼解决问题与创造价值能力,两者协同是建设教育强国、形成新质生产力并提升高校治理效能的有力支点。文章采用系统动力学方法,探究思政教育溢出效应在大学生创新创业发展中的路径,为科学培育创新创业能力提供了定量分析方法。首先,文章通过系统动力学构建“思政教育溢出—创新创业—学校资源”耦合模型,沿“价值认同—创业意向—在孵项目—成功案例—资源支出”链路刻画多回路反馈,揭示思政教育溢出效应在大学生创新创业发展中的作用机制和发展路径;其次,将“内容供给—榜样示范—方法论迁移”三通道与“案例半衰”时滞进行可计算化处理,使外部性内生为反馈结构;最后,构建价值—绩效一体的统一模型,在同一框架内同步评估价值目标与绩效目标,并形成政策映射。结合局部敏感性与田口正交试验,识别可触达比例、意向生成率、案例半衰时间、孵化周期等高政策旋钮;在以“成功案例、在孵项目”为主、以“创业意向”为约束的综合评价下,得出效率、规模与可持续性之间取得较优均衡的方案。

  • Abstract: Ideological and political education provides value orientation and a sense of social responsibility for talent cultivation, while innovation and entrepreneurship education hones students’ problem-solving and value-creation capabilities. Their synergy is a powerful lever for building China into a strong country in education, fostering new quality productive forces, and enhancing university governance. Adopting a system dynamics approach, this paper explores the pathways through which the spillover effects of ideological and political education shape college students’ innovation and entrepreneurship development, thereby offering a quantitative analytical framework for cultivating these capabilities in a scientific manner. First, it constructs a coupled “ideological-political spillover—innovation and entrepreneurship—university resources” model, and, along the chain of “value identity—entrepreneurial intention—incubation—success—resources”, depicts multiple feedback loops that reveal the mechanisms and developmental paths of such spillover effects. Second, it incorporates the three channels of “content provision—role-model demonstration—methodological transfer” and the time delay of “case half-life” into a computable feedback structure, endogenizing externalities within the system. Finally, it builds a unified value—performance model that evaluates value-oriented and performance-oriented goals within a single framework and maps them onto policy options. Through local sensitivity analysis and Taguchi orthogonal experiments, key policy levers such as reachable proportion, intention-generation rate, case half-life, and incubation cycle are identified. Under a comprehensive evaluation that takes “successful cases and incubated projects” as the main indicators and “entrepreneurial intention” as a constraint, the study derives an optimized configuration that balances efficiency, scale, and sustainability.
