文章旨在探索自然资源资产配置方案的逻辑定位、核心任务与磋商机制。南京市燕子矶新城的实证表明，案例地存在整备成本高、搬迁时序复杂、邻避效应突出等问题，方案提出统筹配置、优化使用、循序持续三大目标，通过整备引导、配置优化、价值实现及效益分析，实现保值增值目标。研究表明，资产配置方案应当以要素创新供给和保值增值为导向，以资产整备、配置、经营为核心任务，并与详细规划形成协同磋商与互动反馈。研究可为各地推进自然资源资产配置方案的编制提供参考。 - 关键词：
配置方案；保值增值；城市更新；双向磋商；国土空间规划 - Abstract: This study aims to explore the logical positioning, core tasks, and consultation mechanisms of natural resource asset allocation schemes. Based on an empirical analysis of the Yanziji New Town area in Nanjing, the study identifies several challenges, including high preparation costs, complex relocation scheduling, and prominent “Not In My Backyard” effects. The proposed allocation scheme sets three objectives: integrated configuration, optimized utilization, and continuous implementation. Through preparation guidance, allocation optimization, value realization, and benefit analysis, the goal of value preservation and appreciation is achieved. The study concludes that allocation schemes should focus on innovative element supply and value preservation and appreciation, with asset preparation, allocation, and operation as the core tasks. Moreover, the schemes should coordinate and interact with detailed territorial spatial planning through consultation and feedback mechanisms. The findings can provide references for advancing the preparation of natural resource asset allocation schemes in other regions.
