文章以广州基层公共文化共同体为研究对象，构建中国语境下的多中心协同治理模式。研究发现，共同体成员基于资源禀赋、角色定位和职责分工，构建了多中心网络结构，并在项目进行过程中形成了交流研判、资源统筹、利益联结和目标耦合等协同机制，实现了创新文化供给机制、乡村文化与产业振兴、基层社区自治等目标愿景。在公共文化领域，坚持政府主导、统筹有为政府和有效市场、培育专业化基层自组织是实现供需对接、可持续发展的关键。 - 关键词：
多中心治理；协同理论；公共文化共同体 - Abstract: This paper examines the grassroots public cultural community in Guangzhou as its research object, constructing a polycentric collaborative governance model within the Chinese context. The study reveals that community members, based on resource endowment, role positioning, and division of responsibilities, have established a polycentric network structure. Throughout project implementation, they developed collaborative mechanisms including information exchange and analysis, resource coordination, interest linkage, and goal coupling, thereby achieving the objectives of innovating cultural supply mechanisms, revitalizing rural culture and industries, and enhancing grassroots community autonomy. In the public cultural sphere, ensuring government leadership, balancing effective governance and efficient markets, and fostering specialized grassroots self-organizations are critical for aligning supply with demand and achieving sustainable development.
