- An Index and Differentiation Analysis of Urban Social Governance Levels in China: Evidence from Panel Data of the Yangtze River Delta Urban Agglomeration

- 摘要：
提升市域社会治理水平对促进共同富裕建设具有重要现实意义。文章基于 2012—2021 年长三角城市群面板数据，采用熵值法对市域社会治理水平进行测度，并使用ArcGIS 对其进行空间差异及影响因素分析。研究结果显示：长三角城市群市域社会治理水平成效显著但不同省份和城市之间的治理水平存在显著差异；长三角城市群市域社会治理水平呈现明显的空间分布差异且有显著的正向空间自相关性；政府财政支持、经济发展水平、社会发展水平、科技与交通的提升均有助于市域社会治理水平的提高。基于此，我国应健全基层社会治理体系，加强市域社会治理能力建设；加强区域协同治理，缩小市域社会治理水平差距；关注社会发展挑战，强化科技与交通投入；针对不同地区特征与实际情况，因地制宜地采取有效的提升路径。 - 关键词：
市域社会治理；社会治理水平；差异化分析 - Abstract: Improving the level of urban social governance is of great practical significance for promoting common prosperity. Based on panel data of the Yangtze River Delta urban agglomeration from 2012 to 2021, this study measures the level of social governance using the entropy value method and analyzes its spatial differences and influencing factors through ArcGIS. The results show that the overall social governance level of cities in the Yangtze River Delta has improved significantly, but there are notable differences among provinces and cities. The governance level shows clear spatial variation and a significant positive spatial autocorrelation. Government financial support, economic development, social development, and improvements in science, technology, and transportation all contribute to the enhancement of social governance levels. Based on these findings, China should improve grassroots governance systems, strengthen the capacity for social governance at the municipal level, promote regional collaborative governance to reduce disparities, address social development challenges, and increase investment in science, technology, and transportation. Improvement paths should be adapted to local characteristics and actual conditions.
