- Big Data, Business Environment, Integration of the Digital Economy and the Real Economy: A Quasi-Natural Experiment Based on the National Big Data Comprehensive Pilot Zone

- 摘要：
政府推动的“国家大数据综合试验区”（NBDCZ）建设，有利于改善城市营商环境，为数实融合提供基础条件。文章在测算了 2011—2022 年地级市的数实融合指数基础上，以 NBDCZ 为准自然实验，评估其对数实融合的影响。研究发现：NBDCZ 政策促进数实融合；异质性分析表明，NBDCZ 政策在非资源型城市、非老工业基地、人均收入较高地区、金融发展相对发达的区域，驱动效应更加明显；传导机制显示，NBDCZ 政策主要通过改善市场、政策、法治、人文等城市营商环境，提高数实融合水平；扩展性研究发现，NBDCZ 政策对数实融合具有空间溢出效应，但也产生“鸿沟效应”。因此，要协调“有效市场 + 有为政府”的作用，在创造数实融合“红利”的同时，缓解“数字鸿沟”。 - 关键词：
大数据；国家大数据综合试验区；数字营商环境；数实融合 - Abstract: The construction of the “National Big Data Comprehensive Pilot Zone” (NBDCZ) promoted by the government is conducive to the improvement of the software and hardware environment for the integration the digital economy and the real economy. The results show that: first, the NBDCZ policy is helpful to promote the integration of data and reality. Second, the heterogeneity analysis shows that the driving effect of NBDCZ policy is more obvious in non-resource-based cities, non-old industrial bases, areas with high per capita income, and regions with relatively developed financial development. Third, the transmission mechanism shows that the NBDCZ policy mainly improves the business environment in terms of market, policy, rule of law, humanities, etc. and establishes institutional and policy incentives that are compatible with the integration of data and reality, so as to improve the level of integration of data and reality. Fourth, the expansive study shows that the NBDCZ policy has a spatial spillover effect on the integration of data and reality, but at the same time, it exacerbates the regional gap in the integration of data and reality, resulting in a “chasm effect”. Therefore, the policy implication is to coordinate the role of “effective market and promising government”, promote the construction of NBDCZ according to local conditions, and alleviate the “gap effect” while creating “dividends” for the integration of digital and real.
