在“统筹扩大内需和深化供给侧结构性改革”的经济高质量发展背景下，夜间消费集聚示范区建设已成为国际消费中心城市建设的重要展区，也是“有为政府”从区域层面推动城市夜间经济快速发展的有力举措和关键路径。在各地区夜间消费集聚示范区建设相关政策文本的基础上，确定涵盖 5 个维度和 25 个一级指标的夜间消费集聚示范区建设评价指标体系，应用 DEMATEL 方法识别各评价指标的重要程度和属性，确定“发展规划”“夜间消费”和“业态类型”为关键评价指标，并从“强化政策引导，优化宏观布局”“深挖文化底蕴，提振夜间消费”“兼顾‘品质’与‘活力’促进产业融合发展”三方面提出建议对策。 - 关键词：
夜间经济；夜间消费集聚示范区；国际消费中心城市建设；评价指标体系 - Abstract: Against the backdrop of high-quality economic development driven by the coordinated expansion of domestic demand and deepened supply-side structural reform, the establishment of nighttime consumption agglomeration demonstration zones has emerged as a critical platform for advancing international consumer hub city initiatives. It also represents a strategic initiative by proactive governments to promote the rapid growth of urban nighttime economies at the regional level. Drawing on policy documents related to the development of nighttime consumption agglomeration demonstration zones across various regions, this study constructs an evaluation index system comprising 5 dimensions and 25 specific indicators. The DEMATEL method is employed to analyze the interrelationships among these indicators, assessing their relative importance and causal attributes. Key evaluation indicators are identified as “development planning”, “nighttime consumption” and “business format diversity.” Based on the findings, policy recommendations are proposed in three areas: strengthening policy guidance and implementation mechanisms, optimizing macro-level spatial planning, enriching the cultural connotation of nighttime consumption, enhancing consumption vitality, balancing quality and dynamism, and promoting integrated industrial development.
