- The Common Prosperity Effect of Urban–Rural Integration: An Empirical Study of Counties in Zhejiang Province from the Perspective of System Evolution

文章从系统演化的理论视角出发，梳理城乡融合发展促进共同富裕的内在机理与作用路径，将浙江省城乡融合发展试验区政策设立视为一项准自然实验，在县域层面评估其对共同富裕的作用效应，并通过异质性检验与机制识别展开深入探讨。研究发现，城乡融合发展试验区的设立显著提升了试验区共同富裕水平，且政策效应具有持续性与滞后释放特征。机制分析表明，城乡融合政策通过促进城乡资源要素流通、优化城乡服务配置和健全农民增收机制来推动共同富裕。异质性分析显示，该政策在经济基础较为薄弱的地区效果更显著。研究为完善城乡融合发展政策体系、推动共同富裕路径优化提供了参考。 - 关键词：
城乡融合发展；共同富裕；系统演化；双重差分法；政策效应评估 - Abstract: From the theoretical perspective of system evolution, this study examines the intrinsic mechanisms and pathways through which urban-rural integration promotes common prosperity. It treats the establishment of Zhejiang province’s urban-rural integration pilot zones as a quasi-natural experiment, assessing their impact on common prosperity at the county level, and conducts in-depth exploration through heterogeneity tests and mechanism identification. The study found that the establishment of the urban-rural integration development pilot zone significantly improved the level of common prosperity in the pilot zone, and the policy effects exhibited characteristics of sustainability and delayed release. Mechanism analysis indicated that urban-rural integration policies promote common prosperity by facilitating the flow of urban-rural resources and elements, optimizing the allocation of urban-rural services, and improving mechanisms for increasing farmers’ income. Heterogeneity analysis showed that the policy was more effective in regions with weaker economic foundations. The study provides references for improving the urban-rural integration development policy system and optimizing pathways toward common prosperity.
