- 摘要：
城乡融合发展是统筹推进乡村振兴与新型城镇化的重要途径。新增建设用地指标配置与常住人口增加的协调机制可以减轻人地要素双向流动障碍、平衡人地关系、提高城乡发展效率，推动城乡融合高质量发展。当前相关研究理论性与系统性不足，需构建系统性理论框架并开展分区分类研究。文章围绕“现状认知与问题诊断—理论解析—优化治理”的逻辑主线展开，将新增建设用地指标配置与常住人口增加的协调机制纳入城乡地域系统“要素—结构—功能”整体性分析框架，从时空分异、规律机制、实现路径与优化治理 4 个维度探讨如何推动城乡融合发展，并提出 5 个关键问题。未来研究需实现需求导向与目标导向结合、理论解析和学理探索协同、政策创新与实践探索并重。 - 关键词：
城乡融合；新增建设用地；乡村振兴；新型城镇化 - Abstract: Integrated urban-rural development is an important way to promote rural revitalization and new urbanization. The coordination mechanism between the allocation of new construction land indicators and the increase of permanent resident population promotes the high-quality development of urban-rural integration by alleviating obstacles to the two-way flow of human-land factors, balancing the human-land relationship, and improving the efficiency of urban and rural development. Due to the lack of theoretical and systematic research, it is necessary to build a systematic theoretical framework and carry out regionalized research. Centering on the logical main line of “current situation cognition and problem diagnosis — theoretical analysis — optimal governance”, this paper brings the coordination mechanism of new construction land index allocation and resident population increase into the overall analysis framework of “factor-structure-function” of urban and rural regional system, discusses how to promote the integrated urban-rural development from four dimensions: spatio-temporal differentiation, regular mechanism, realization path and optimal governance, and puts forward five key issues. Future research needs to combine demand orientation with goal orientation, coordinate theoretical analysis with academic exploration, and attach equal importance to policy innovation and practical exploration.
