经租房是1956—1965年私房改造时期国家经营租赁房屋的简称，后演变成为今日历史街区中直管公房的主要类型，是历史街区中建筑风貌的重要组成成分。文章通过对经租房的相关政策、空间演变过程及其内在逻辑进行梳理，将其发展分为分割期（1956—1965年）、破碎期（1966—1978年）、重构期（1979—1991年）和没落期（1992年至今）4 个阶段，揭示了经租房准公共产品的属性。文章认为在保证公众利益最大化的前提下，经租房可为当前历史街区保护与利用工作提供重要抓手，并据此在恢复社会福利属性、清理不合理占用、优化资源分配和配套保障管理4个方面提出相应利用对策，为下一步直管公房的合理利用指明方向。 - 关键词：
经租房；私房改造；直管公房；准公共产品； - Abstract: The name of state-renting house starts from the period of private housing socialist ransformation from 1956 to 1965, which has become the main type of directly-managed public housing and an important component of the architectural style in today's historic district. This paper sorts out the relevant policies, spatial evolution process and internal logic of state-renting house, and divides its development into four stages: dividing period (1956-1965), crushing period (1966-1978), refactoring period (1979-1991) and declining period (1992-present), revealing the attribute of quasi-public products of state-renting house. Under the premise of ensuring the maximization of public interests, state-renting house can be an important grip for the protection and utilization of current historical blocks. This paper accordingly puts forward corresponding utilization countermeasures in the four aspects of restoring social welfare attributes, cleaning up unreasonable occupation, optimizing resource allocation and supporting security management for the next step of the rational use of the directly-managed public housing.
