文章回顾了江苏省地下空间开发利用规划编制实践的历程与经验，在总结典型做法的基础上，分析了当前江苏省在地下空间开发利用专项规划中存在的不足与问题。在新时期国土空间规划背景下，重新思考地下空间开发利用专项规划的作用和定位，提出在规划编制阶段要重点关注国土空间规划体系的融合，树立全域全要素的规划理念，科学开展评估、预测发展规模，要从管控视角出发因地制宜地编制规划，建立三维传导路径，关注用地管理、建设管理和产权管理等重点内容。最后，提出了要进一步加强对于地下空间详细规划、地上地下一体化设计、地下空间智慧化管理等方面的延伸思考。 - 关键词：
新时期；地下空间开发利用专项规划；编制思考；江苏实践； - Abstract: This paper reviews the practice and experience of underground space development and utilization planning in Jiangsu province, and analyzes the deficiencies and problems existing in the subject planning of underground space development and utilization in Jiangsu province on the basis of summarizing the typical practices. In the context of land and space planning in the new era, given the role and positioning of the subject planning for the development and utilization of underground space, and the planning preparation stage, we should focus on the integration of land and space planning system, establish the planning concept of all regions and all elements, scientifi cally evaluate and predict the development scale, prepare the planning according to local conditions from the perspective of management and control, and establish three-dimensional transmission path pay attention to key contents such as land use management, construction management and property right management. Finally, it is proposed to further strengthen the extended thinking on the detailed planning of underground space, the integrated design of above ground and underground space, and the intelligent management of underground spac.
