公众参与是世界遗产运河在保护管理过程中的重要工作环节。文章以英国、加拿大两国世界遗产运河为研究对象，对遗产公众参与理念的发展过程与遗产运河语境下的公众参与人群特征进行了梳理与解读；并通过分析两国遗产运河地方管理体系与参与机制，总结出权力下放、垂直管理两项公众参与管理制度与单向告知、咨询、参与合作3 项具体参与机制；最后针对我国现状，提出英、加两国公众参与理论、实践对我国大运河遗产保护和发展的借鉴经验与启示。 - 关键词：
世界遗产运河；公众参与；京杭大运河；庞特基西斯特水道桥与运河；里多运河； - Abstract: Public participation is one of the crucial parts in the process of world heritage canal’s protection and management. The article takes the world heritage canals of the United Kingdom and Canada as the research object, combs and interprets the development process of the concept of heritage public participation and the characteristics of the public participation population in the context of the heritage canal; and analyzes the local management system of the heritage canals in the two countries. Then, it illustrates the standard management mode including decentralization and vertical management by analyzing the management system of these two typical canals, and summarizes the main engagement mechanism which includes one-way communication, consultation, participation. The ultimate goal of this research is to give some highlights on China’s future development of public participation in the Grand Canal management plan.
