近年来，我国小尺度地域内“乡—乡”人口流动规模快速增长，但对该类型人口流动的机制解释和治理应对等方面的相关研究还有待补充。文章构建了基于综合成本比较的新“推—拉”理论，对西昌市自主搬迁现象进行实证研究，发现“乡—乡”流动作为一种非规范迁移现象，产生了治理被动、资源配置不均、“人户分离”等治理困境。从治理应对的角度，主要提出了治理方式主动转型、建立协调分配机制、迁入地规划合理增量、引导正规化流动等对策。 - 关键词：
“乡—乡”流动；人口迁移；推拉理论；自主搬迁；西昌市； - Abstract: In recent years, the scale of "rural-rural" migration in China has been growing rapidly, but the relevant researches on the mechanism explanation and governance response of this type of population mobility still need to be supplemented. This paper constructs a new push-pull theory based on comprehensive cost comparison and conducts an empirical study on the phenomenon of autonomous migration in Xichang. It is found that the "rural-rural" migration, as a non-standard migration phenomenon, has led to governance dilemmas such as passive governance, uneven allocation of resources and "separation of people and households". From the perspective of governance response, this paper mainly puts forward some countermeasures, such as active transformation of governance mode, establishment of coordination and distribution mechanism, reasonable increment of ingoing place planning, and guidance of regularized flow.
