- 摘要：
突发公共卫生事件对人民生命财产安全和社会正常运行造成极大冲击，使得城市韧性建设被提升到新的高度。首先通过观察发现，突发公共卫生事件的发展和应对在“区域—城市—社区”间存在跨层次、多方向、多阶段的互动反馈；然后基于扰动理论构建面向城市韧性提升的“多层级联动”框架，进而结合国际经验从跨空间层级纵向联动角度提出城市韧性提升策略，具体分为“外部联动”和“内部联动”两方面；最后对未来城市韧性研究进行展望，强调进行城市韧性评估、韧性城市规划、应急预案编制，以及纳入更多无形要素研究的重要性。 - 关键词：
城市韧性；规划策略；突发公共卫生事件；区域；社区； - Abstract: Public health emergencies have greatly impacted the safety of people's lives and property and the normal operation of society, raising the building of urban resilience to a new height. Firstly, through the investigation of Wuhan, the city with the heaviest epidemic situation, the study found that there is a cross-level, multi-directional and multi-stage interaction and feedback between “region-city-community” in the development and response of the epidemic. Secondly, based on the disturbance theory (panarchy), a “multi-level linkage” framework for the improvement of urban toughness was proposed. Then, from the perspective of physical space elements, and in combination with international experience, specific strategies were proposed. Finally was the future research on urban resilience prospect. The importance of the assessment of urban resilience, the planning of resilient cities, the preparation of contingency plans, and the inclusion of more non-material factors were emphasized.
