当前，存量工业用地占据着城市中可供开发土地的较大比例，强化了土地闲置、集约利用效率低下等问题。存量工业用地具有“土地权属清晰、交易成本较低”等“弱存量”特征，政策制度因而成为推动其转型更新的主导动力和重要媒介。以天津为例的存量工业用地时空演变量化分析，进一步确认了城市政策在“作用强度”与“作用要素”这两个相互交叉的层面中发挥作用的机制。在此基础上，针对“新时代”发展阶段提出“推进用地功能混合”“界定土地开发权利”“设置存量更新单元”等3 条政策优化路径。在空间规划改革背景下，应不断完善相关政策法规体系，以政策制度为媒介推进存量工业空间的持续转型更新。 - 关键词：
存量工业用地；城市更新；城市政策；城市治理； - Abstract: At present, the stock industrial land occupies a large proportion of the land available for development, and strengthens the problems of inefficient land use. Since the stock industrial land has the characteristics of “lite-stock” such as “clear ownership of land and low transaction cost”, the policy system has thus become the driving force for promoting its transformation and regeneration. The quantitative analysis of the spatial and temporal evolution of the stock industrial land using Tianjin as an example, further confirming the mechanism by which urban policy plays a role in the two intersecting levels of “strength intensity” and “target object”. On this basis, three policy optimization paths such as “promoting mixed land use functions”, “defining land development rights” and “setting stock regeneration units” are proposed for the current development stage. In the urban governance under the background of spatial planning reform, relevant policies and regulations should be continuously improved, and the policy system should be used as a medium to promote the continuous transformation and regeneration of the existing industrial space.
