转型期的中国正在经历以人为本的社会思潮变迁，在此背景下国土规划中区域政策的选择更加 关注协调效率与公平的关系。本文在对比研究二战后不同国家国土规划发展的基础上，综述中 国国土规划的基本情况。进一步，通过对转型期中国社会发展现状的重新认识，从经济学研究 假设切入，探讨中国作为大国共同体的特殊价值与现实困境。从而反思国土规划中现行的区域 政策，并提出共同体视角下区域政策转变与优化的方向，以期为决策者提供多角度的策略比选。 - 关键词：
大国共同体；国土规划；区域政策；效率与公平； - Abstract: In the transitional period, China is experiencing the change of people-oriented social ideological trend. In this context, the choice of regional strategy in national planning is more concerned with coordinating the relationship between efficiency and equity. First of all, this paper illustrates the essential features and purposes of China's national planning after comparing the diverse policies of national planning in various countries after World War II. Furthermore, the special value and realistic predicament of China as a giant national community has been discussed by reinterpreting the current situation of social-economic development in China. From the reflection on China's current regional development policies in national planning, this paper puts forward the direction of adjustment of regional strategy after the transition of social value, so as to provide a multi-choice strategy for the policy-makers.
