本文运用组织二元性理论，分析了行政集权与分权对城镇化效率的影响机理。本文以杭州新城建设为例，采用线性回归与逻辑回归模型，对城镇化的关键要素进行了实证研究。研究发现集权与新城开发比例负相关，不能够促进征地拆迁与融资；集权负向调节拆迁投入资金与新城开发比例之间存在的正向关系。研究结论表明适当的政府行政分权更能够提高城镇化效率，并提出了政策建议。 - 关键词：
城镇化；集权；分权；政策建议； - Abstract: Drawing the theory of organizational ambidexterity, this paper investigated the mechanism of the centralization and decentralization of power on the urbanization. Taking Hangzhou “New City Construction” as an example and incorporating linear and logistic regression models, it empirically examined key determinant factors on the urbanization. The study found that there was a negative relationship between the centralization and development proportion. The centralization of power did not improve the land requisition and demolishing and the finance. Further finding was to the negative moderating effect of the centralization of power on the relationship between investment and development proportion. Conclusion of this paper demonstrated that the government empower could improve the efficiency of urbanization. Finally, it proposed policy recommendations.
