我国城市总体上面临主城区用地指标不足、用地功能紊乱、土地生态格局失衡等问题，同时外围小城镇发展薄弱，加剧了城乡土地二元结构分立的形势。文章针对当前我国主城发展和特色小镇建设存在的3个主要问题，选取重庆“地票”制度、上海“198”区域建设用地减量化政策、无锡太湖流域土地退生态化机制作为案例，通过构建耦合机制模型为我国城市制定土地政策提供理论参考和创新依据；同时以南京江北新区为例，基于融合发展视角从土地综合开发模式角度探索特色小镇的土地政策耦合创新，将南京江北新区主要街镇耦合为3种土地综合开发模式，分别是城乡融合型、产城融合型和乡村融合型，并在此基础上对各土地综合开发模式下的特色小镇建设提出土地政策建议，为我国稳妥推进新型城镇化进程及实现城乡一体化发展提供理论参考。 - 关键词：
主城发展；特色小镇；土地政策；耦合机制；土地综合开发模式；南京江北新区； - Abstract: China's main cities are confronted with serious issues of lack of land use quota, land use disorders, land ecology pattern imbalance and so on, while the development of the neighboring small towns arevery weak, which exacerbates urban and rural dualism. Built upon the experiences of Chongqing "land ticket" system, Shanghai "198" regional construction land reduction policy and Wuxi Taihu Lake Basin land reclamation, the article constructs the coupling model to provide theoretical reference and innovative basis for the formulation of land policy in China's cities. Then based on the case of Jiangbei New District of Nanjing, the paper proposes innovative policies from the perspective of urban-rural land integrated and comprehensive development. Three different land comprehensive development models are put forward, i.e. urban and rural integration, urban-industrial integration and rural-industrial integration. The findings contribute to the implementation of the new urbanization policy and urban-rural integrated development.
