沿海近岸地区作为海洋经济的主要空间载体，已显现出巨大的开发强度。本文以此为背景，通过实证研究，梳理青岛近岸空间建设、规划动态、法规体系和管理情况的特点，指出其存在的空间蔓延、规划失灵、环境威胁、法规待修订与管理部门角色错位等主要问题，并针对性地提出了滨海空间建设的法律、管理、经济三大制度基础与信息、技术与专项研究三大平台保障的空间机制建议，以此希望为我国滨海空间建设提供经验借鉴。 - 关键词：
沿海近岸；空间建设；青岛； - Abstract: As the main space carrier of Marine economy,coastal regions have beendeveloped deeply. Based on this background, the papersummarizes the characteristics of spatial construction，planning situation,laws system and management style, and points out its main problems, such as space spread, planning failures, environmental threats, lawsimperfection, jumbled roles of the administrative department. At last it presentsthe six major resources to meet those challenges in order to provide experiences for coastal cities in China.
