在全球化过程中，德国乃至欧洲的乡村发展呈现出高度差异化的特征。从后工业转型过程中人们对于乡村发展认识的转变出发，本文对德国乡村治理的任务要求和工作方法进行了归纳，并从乡村地区发展的任务重点、制度框架和区域协调发展等方面，总结了相关经验对于中国乡村治理和规划工作的启示。基于内生性区域发展策略的要求，德国乡村治理工作从区域整体出发推动乡村地区发展，强调乡村治理的核心是促进广泛的社会决策，致力于在公共和私人相关者之间构建相对稳定的合作平台和互动网络，从而提高居民的生活质量，加强社会认同，巩固乡村地区相对的独立性地位，实现外部调控与自我调控相互结合。根据空间发展的综合性特点，基于乡村治理的战略性空间发展规划在编制过程中，需要整合各方面的政策和工具，构建以需求为导向的规划框架和协作方式，维护乡村地区空间的可体验性和场所质量。 - 关键词：
乡村治理；整合；战略性空间规划；整体性发展理念；德国； - Abstract: In the globalization process, rural development has shown itself with highly diversified status in Germany or even in whole Europe. With the transformation of attitude to rural development, this article introduced the requirements of rural governance and the related methodology in Germany. Besides, the learned experiences for China’s practice have also been summarized in different aspects, such as main mission, institutional framework as well as requirements for regional integrative development. Based on endogenous regional development strategy, rural governance in Germany aims to support rural development and cultivate related development frameworks. The corresponding mission focuses on the promotion of the extensive social decision making, so that the cooperation platform and networks among the stakeholders from public and private sectors could be built and the relatively independent status of rural area and local identity could be strengthened. The self-regulation and that from outside would be balanced in this process. Against the complexity of spatial development, strategic spatial planning based on rural governance has to integrate the policies and instruments and to develop the planning frameworks and cooperation based on demand-oriented pattern, so that the perception capacity and place quality in rural area could be cultivated.
