城镇的快速发展使规划编制也出现了新一轮高潮，规划浪费也成为此轮规划中不容忽视的问题。本文从制度的角度分析了规划浪费的根源，指出规划浪费主要有部门利益博弈、行政长官意志、规划滞后于发展等原因。最后，为避免规划浪费，在强化规划委员会、理顺规划体系和强化规划法定地位等方面提出建议。 - 关键词：
规划浪费；原因；建议； - Abstract: The rapid development of towns and cities creates a new round of high tide of urban planning, and the waste of planning has become a considerable issue. This article analyzes the causes of this phenomenon from the aspect of the planning system. In addition, it points out the waste is mainly caused by the game of interest between departments, the arbitrary will of government officials, the lag of the development and etc. Finally, to avoid the waste of planning, this article suggests strengthening the Planning committee, rebuilding the planning system and enhancing the legal position of planning.
