资源型城市因资源消耗过度、环境污染、就业困难等问题，经济发展受到日趋严重的限制。选择适当的接续产业、替代产业及复合型产业，实现资源型城市的成功转型是贯彻中央、国务院关于振兴东北老工业基地重大战略决策的有效途径。本文在理解资源型城市、接续产业及其模式概念的基础上，根据盘锦市自身的资源和地域条件，分析了盘锦市历年的国民经济发展状况和当前发展面临的难题。通过研究盘锦市接替产业模式的选择，得出该地发展的是效益型接替产业的结论。 - 关键词：
城市转型；资源型城市；接替产业； - Abstract: The development of resource-oriented cities has been faced with severe restriction due to the over consumption of the resources, the environment pollution and the employment difficulties. To make decent choice of continuous industry, substitute industry and composite industry can help the city go through the economic transition, and is the efficient way to implement the policy of revitalization of the old industrial base of the northeast area. The authors analyze the economic status and growing pains according resources and geographic conditions of Panjin with comprehension of the definition of resource-oriented city, continuous industry and its pattern. Finally, the essay concludes that the continuous and substitute industry are of benefit pattern by studying on the mode choice made by Panjin’s government.
