对城市规划行政管理中决策人的行为进行规范，就是要使决策人的行为服务于经济社会发展、服从于社会公共利益，提高决策的科学化、民主化、制度化水平。领导者的素质是影响城市规划行政决策最主要的因素。服从、服务于公共利益是城市规划行政决策的价值取向。城市规划委员会作为一种集体委员会制的决策模式，可以与行政首长负责制决策模式互为补充、相互协调。优化决策结构、完善城市规划委员会制度、进行决策体制改革是我国城市规划行政决策体制建设的三大任务。 - 关键词：
城市规划；公共利益；城市规划委员会；决策体制；领导者； - Abstract: To make guide regulations to the decision-maker's behavior of city planning administration is to make the decision-maker's behavior service the economic and societal development, obey the rules of social public benefit, and raise the decision-making to be scientific, democratization, systemize level. The character of the leader is the most important factor that influences the city planning administrative policy. The service is the worth mindset of the city planning administrative policy decision for the public benefits. The city planning committee is a kind of decision mode of collective committee system, which can be responsible for with the administration chief to make policy mode with each other is to add, moderate mutually. To rationalize the decision structure, to make city planning committee system perfect, and to carry on decision-making system reform, are the three greatest missions for the construction of decision-making system of city planning administrative decision-making in our country.
