本文用区域的视角，从保定市所在区域中的地位、宏观形势以及城市发展的内外条件等进行深入的分析，提出了保定市“从服务京津到接轨京津”的功能定位和“西部山区—保定—白洋淀”一体化的发展格局，强调“一轴一带”的城市整体发展思路，构建了“西山东水”的城市生态框架，突破行政区划，建设功能强大的中心城市。 - 关键词：
一体化发展；发展战略；“接轨京津”； - Abstract: Researching from districts, this paper puts forward two strategic plannings of Baoding city: one is functional location of from " serving Beijing and Tianjin" to " integrating Beijing and Tianjin"; the other one is integrated development pattern of " western mountain area---Baoding ---BaiYangdian", through deep analysis of Baoding city's status, macroscopic situation and internal and external condition of city development, etc, among districts. Meanwhile, in order to construct ecological frame of "western mountain eastern water" in this city, this paper also emphasizes the integral development thinking of "one axis one zone" and breaks through the administrative division. Trough these strategic plans, we could establish a powerful key city.
